I have Windows XP operating system. 20 GB seagate hard disk. When I right click on the disk drive Icons and add the total memory space shown it shows only 10 GB. Is there any way to get back the lost clusters??

you need to check in the bios if motherboard detects it at right size if it does then you either have another unformatted partition or some unused space, back up any files you require then boot from xp cd and delete the partition/s and create a new one which should be the full size, if you just format it without deleting partitions it will be the same size aftwerwards.
to find out tthe quick way without actually altering it just go to administrative tools in the control panel then find disk management and it will show details of any unpartitioned space.
if there is no unpartitioned space then it has been partitioned incorrectly and will need re partitioning

If you have a pre-built HP/Compaq computer this would explain your problem. HP partitions out part of the HD to put the back up discs instead of sending discs with the computer. I am not sure about others, such as Dell, Gateway or the like, doing this but I wouldn't put it past them.

Right click on your My Computer icon, and go to Manage. Click on Disk Management. It will show you exactly how much disk is there, and used.

Format the hard disk completly, then re install the windows OS.

Maybe you have partitioned your hard disk. Go to your Desk Top then click on My Computer. You can see if you have partitioned it.

It will list every thing on your computer it should work well for you can find @
cnet or zdnet.

sounds like you have a partition that you don't know about.
