I think Usher would win. Shaggy is always stoned and he wouldnt fight, he is too busy trying to get out of it "wasnt me"

Nice question. Don't like them both but here's what i though about...
Usher would dance through Shaggy's punches then grab the curly hair and knee him UFC style. Shaggy drops unconscious.
Usher would then say, "Who's Mr. Boombastic now?"

This is tough.They are both bubble gum artists that write awful lyrics.I would have to say Shaggy,Usher seems quite feminine.
