The original war debt was held by the colonies/states. There was no way for the Continental Congress to try to consolidate the debt. Once there was the Congress as we know it, the wheeling and dealing began. Hamilton wanted to have the federal government take on the debt, and pay back the states, but some states, like Virginia, had paid most of their's off. It didn't seem advantageous for the states which had already dealt with their costs to be saddled by paying into the federal government, the existence of which seemed too much like a feudal system. The compromise came when Madison and Jefferson worked behind the scenes to get the new capitol moved to the Potomac. This linkage gave an impetus to compromise on the amount of debt which Virginia would take on and take payment for.

As usual in US politics, some states got stuck with over or under payments. Our capitol was built on a swamp, instead of keeping New York City as the capitol or moving it to Philadelphia.

Helped a lot. Initially people liked freedom, later they realised they had to work hard to retain freedom., still later everyone realised freedom is in thought and not given as a gift by anyone else, and now Americans say freedom everywhere not just in America.

it was the french who paid for most of the war and it made france bankrupt,
