First of all, I doubt you can get an apartment without an alien card, bank account and a job. Why are you going to Tokyo? If you have a job, then usually a company will set you up with something until you get settled and will help you find one.

I think it's best you check into a cheap hotel or motel there 1st while you search.
Engaging an international real estate agent is quite costly in this manner. Especially when you're in a hurry, you're gonna get charged a lot more.
How much money really depends on how long you're staying there. You could possibly live each day by on 1000 yen. And, it also depends on which area you are residing in. If that's Tokyo or Ginza area, you're gonna have to get ready 3 to 5 times the normal expense budget.
Travelling expense is relatively affordable, except for cabs.
Whatever it is, I think you should start worrying about brushing up your Japanese. You'll need it wherever you go.

Have Fun!

Finding an apartment can be easy if you have help. Usually at every station there are several apartments finding agents. They can assist you. Given you have the required documents such as alien registration card and bank account the process will be the usual painfull process.

You will need lots of money. First and last month's rent and key money.

If you are working for a company, you should have help from the company. Or sometimes companies already have a place that they have under rental agreement.

In order, 1.)do your research. 2.)lots...and I mean LOTS!
3.)You're going to pay through the nose
Tokyo and its' surroundings is one of the most expensive places to live(as far as housing is concerned) in the entire world.
Example: I was there visiting a friend for Christmas. We stayed in a 3 bedroom apartment supplied by her employer, nice but not extravagent. It cost $100,000 per year in rent. This was 15 years ago..getting the picture?
