Im just wondering if what kind of background can the author have? Possible background like a mechanic, an average joe driver, a scientist, someone who worked for the dmv...whats your guess? Thanks.

His background could be nearly anyone who can read. Most all of his information has been in the automotive world since at the late 1940s. It has been in nearly every newspaper, AAA motoring guide and fuel company advise brochures for years.
Al of this is pretty much common sense, though some of the ideas are becoming a bit long of tooth.
Manufacturers and engineers are designing modifications to cars so that the "Below" 40 MPH" and turn off the A/C are meeting some new ideas.

My gas saving tips are to put a K&N filter on, and stay out of the high end.
I don't follow links here very often.
