I saw a giant banner in downtown Munich, Germany with words above. It translate to "One must eat, which comes on the table". I don't understand why someone would put a giant banner with simple words there. see photo http://www.flickr.com/photos/mosihq/260583808/

this is a phrase often said from parents to childs if they dislike their meal. The original phrase is more harsh: "Es wird gegessen, was auf den Tisch kommt!"

As Answer to you question, why:

On the covering of a scaffold ( what is on your photo) there typically two things: Ads or art-Projects. In my opinion this one could be some of the art-Stuff, and art not every time has a reason. On the other hand it could be some "mystery Ad" whitch once in a while appears and no one finds out for what they advertise.

The "artist" Mosihg, appears to do photography and entered these (there are 3 more) on the web site. The picture is doctored, as you can tell from the ripples that travel across the yellow banner (lower middle) and onto the building.... seems just another artist's impression of things.........

Actually, the correct translation would be "One must eat what comes (or is set) on the table. I suppose a better way of putting it would be "Eat what is placed before you, because otherwise you'll starve!"
