Some states may be different, but I have been in the food and
beverage business for almost 20 years...health regulations
state that if you work around or in food prep areas, your hair
must be restraint.i.e. completely pulled back from you face and
braided or pinned up w/o any loose hairs or a hair net. A pony
tail is not acceptable. If you are a server, the same rule applies except for hairnets and if your hair is short and above the collar
of your shirt, it is acceptable to wear it down w/o restraints as long as it's not hanging in your face. Men with long hair or ungroomed facial hair are also required to wear hairnets if they work in the food prep area.

People in food industries wear a hairnet at work, to prevent hair from falling in food. If you don't want to wear a hairnet, find another job that doesn't require it. Afterall, would like like someone else's hair in your food?
If you are still confused, ask your supervisor/boss. Or you can look up regulations for the industry on line.

Yes, I am supposed to wear a hair net and put all of my hair into the hair net but they slip off my hair so it ends up falling off my head. Instead I use a chefs hat or a scarf tied around my head... like a bandana. As a cook it has to be this way..... no one wants to find hair in their food, right?

Yes because it prevents your hair from falling into the food you cook. And then you won't have to worry about complaints.
