For bragging rights. For marketing hype/support and convincing a limited number of consumers that the exclusivity of buying/owning a machine that could go 250mph if conditions were right is worth the price. It's a competitive thing born from centuries of wanting to go faster.

You are correct on one point that it's pointless to mass produce cars that will go 250 mph, when you can't drive them anywhere near that speed on any public roads.
Despite the widespread belief of complete freedom from speed limits, some speed regulations can be found on the Germany Autobahns. Many sections do indeed have posted limits ranging from 80 to 120 km/h (50-75 mph), particularly those with dangerous curves, in urban areas, near major interchanges, or with unusually constant heavy traffic. In construction zones, the limit may be as low as 60 km/h (37 mph). Also, some sections now feature nighttime and wet-weather speed restrictions, and trucks are always regulated (see table below). Still, about half the Autobahn system has no speed limit, but there is always an advisory limit of 130 km/h (81 mph).
The point is where do the people who buy the sports cars think they are going to go so fast, when they are not only stuck driving within the same speed limits as the rest of us, but if we are in front of them they aren't going anywhere fast anyway. It's the same thing with the people with the SUVs. If they get stuck behind people who don't have 4 wheel drive, then their 4 wheel drive isn't going to do them a whole lot of good now is it!
As far as an automobile manufacture having to take partial responsibility for road deaths because of excessive speed, I don't think so. They aren't making anybody drive faster than they should be driving.
You can't blame a car manufacture for how fast someone drives a car. If you did that you may as well blame them for the accidents, when some driver is driving too close to another driver and the driver in front of him/her has to stop suddenly for some reason and he/she hits the car in front of them.

For the same reason that they make stereos which can pump out 300W when you seldom turn it past half way. On a safety issue, when driving you have 3 ways to 'escape' danger break steer or accelerate and a car that is capable of 250 will obviously accelerate quicker then one that's only capable of 100. Plus theres the 'status' for the manufacture that they have the 'Fastest Road Car' which for some means its the best (not my point of view though)

No. These risks would be there even if the top speed of every car produced were only 35MPH. The problem is not with the cars, but with the attitudes and ignorance of the operators. Dont blame the car for your stupidity.

Not everybody drives their cars on public roads.
Some cars are at the track on weekends, some cars never see a public road.
Every object can be used to break the law. If I derail a train by putting a penny on railroad tracks should we hold the government responsible for making the penny?
