I understand that Radio Controlled watches that always tell the correct time do not operate in Australia because there is no service provider. Does anyone know if this service will become available in the future? Does anyone know of any phone operators that provide the exact time directly to the phone? When GPS is available on our phones, will the exact time be available then?

In order to find out if and when your radio controlled watch will function in Australia, you'd need to contact the service provider and ask them; nobody here would have any way to know. As for phones, most cell phones now update the time of day automatically, including the correct time zone based on location. GPS is probably provided by a different provider than the time, so there's not necessarily a connection between the two services being available.
