There are a lot of fish you can put into a 10 gallon, but I think they will all get a bit scared when you put your hand in there. If you have lots of hiding spots for them, they'll be fine.

Black/White skirt tetras (get a school of 5+)
Guppies
Mollies
Swordtails
Betta
Dwarf Gourami
White Clouds
Cories
Neon Tetras
Rasboras

I find freshwater angelfish to be the most forgiving. I've got one going on 7 years now. The thing is you can only have 5 gallons of water per angel for them to be comfortable. Some algae eaters or a pleco would also be a suitable addition; they're bottom-dwellers, and angels are active mid-high level dwellers. The algae eaters will help keep the algae down while minding their own business, as angelfish are semi-aggressive (and very aggressive when they want to spawn...assuming you manage to pick out a male and female).

Angelfish are fine between 72*F-80*F, can be fed a good tropical fish flake diet, and last a long, long time under the right parameters.

No fish doesn't really mind you sticking your hand in the tank as long as you're not threatening. It's good to give them some cover, though; bushy plants, big ornamental tubes, rock formations, etc. That way, when you disturb the water (and their home) they'll feel 'safer' taking some cover.

For any fish to live longer and healthier, a good protein diet, no stress, and clean water are key.

All fish are skittish when you put your hands in the tank.
Any small fish are fine for a 10 gallon tank, Guppies, Platys, Swordtails. As long as you dont put too many in.
Guppies breed like crazy and if left to their own devices will over time through inbreeding revert back to the wild state and look like feeder guppies.
I guess if i had a 10 gallon, i would put a betta in there with a very small pot for it to hide in. and some floating plants with dangling roots. and maybe 5-10 neon or glowlite tetras. no more than that.

I will say gubbies. Because thy are tiny and can by colorful. They cost 10 for a dollar. And there is plenty of room for gubbies inside a 10 gallon tank.

They also multiply well.
