my laptop seems to be blocking my icons usage?

when I get on my laptop (gateway 2006) and I try to get on limewire or yahoo the warning screen pops up and says I may not have access of permission to go to this website why is that I'm on the owners login but it won't let me go to my stuff how do I remove this so I can get to my files and use lime wire,yahoo,etc. thanks in advance I appreciate it

Click on pop up blocker in the menu bar of your browser and disable it.
