Why not just buy a car with 350hp, or a lot closer and work from there? There aren't many 1990 cars that warrant blowing that much money on, let alone an Integra.
If you aren't sure what you would need to do, you don't sound like the kind of guy to take on this large of a project. Your time is money also, and buying a faster car may end up being cheaper in the long run.
350 on an Integra will have traction issues on street tires, I'm not sure what you are planning to use it for... but not only is it wasted $$$, it could be wasted HP too.
You can pick up an Fbody with 300 - 350HP for very little money. (even if they are so common they are boring)
Or you can blow lots of money, and still be left with a 1990 Integra.
Time for a new car.

With that much jump in hp do all of the above plus a supercharger and Nitrous Oxide. You'll need new tires and probably stiffer suspension.

Install a high performance chip, install a hipo exhaust system. How fast do you want to go? speed is expensive. good luck
