I don't have a clue about what's going on.

How do I simplify this?

2a^3b/(-2ab^3)^-2
2a^3b*(4a^2b^6)=8a^5b^7

2a^3b/(-2ab^3)^-2

1/(-2ab^3)^-2 = (-2ab^3)^2, so
2a^3b/(-2ab^3)^-2 = 2a^3b(-2ab^3)^2
2a^3b/(-2ab^3)^-2 = 2a^3b(4a^2b^6) =
2a^3b(4a^2b^6) = 8a^5b^7
