To look back at the past fondly, the waxing part refers to gloss over the bad things & make the good even better.
For example my grand father complains about cell phones & how annoying it is that you can't get away anymore, & all th loud conversations in public. He wishes for the good ol' days were you could be alone with your own thoughts not being bothered, & glosses over how having a cell phone back in the 60's would have help his dad reach him when his mom was in the hospital.

It means to talk on and on, and longingly, about fond remembrances of the past. It isn't enough to just to chat on and on about the past. The "waxing" means there's that longing and pleasant memories and remembering fondly that has to be included.

to wax means to become, and nostaligic, liek they all dsaid already, to talk about nad remmeber longingly the past. you can also wax lyrical.
