Why is the Staples Online rebate program, so useless?

I followed all thier hoops, provided all the required info, and it took them a full month to say that it wasn't enough for them.

Maybe the staples in the forms they printed out for you fell off and they spent three weeks looking for the papers.

Staples is useless, that should explain a lot.
