They are shy,and they feel like people just dont understand them,so they'd rather be in a old empty house.

How do you know ghosts aren't in crowded places too? Ever get a call on your cell phone in a croweded place? Can't hear a word the person is saying. Maybe the ghosts are in crowded places too, but no one can hear them or see them because all of the noise and motion.

they dont seek out uncrowded places. its just that most people dont wish to live among ghosts, thereby leaving the places that are most spiritually active empty. ghosts usually want to be among the living. they draw upon our energy & life force. many of them dont know they are dead or dont want to cross over, so they would prefer to be with us.
