I believe the home inspector made me sign a waiver to the effect that they are not responsible for anything after inspection day. The insurance agent (allstate, PA) said that since I've been in the house less than 60 days they would drop my insurance. I guess what I am asking is what's the best move to make, if any, in order to avoid out of pocket expenses?

plumbing really isnt that dificult..start reading up on your problem and learn how to fix it..you are a home owner and you will need to know stuff like this....

In our country, the liability period for new houses are 18 months
It covers material, workmanship and everything according to specs.
Wear and tear are excluded
Normally signatures are required on the defect list on inspection by owner
If there are any defect found, the date of the list signed
will procure the developer to complete the rectification works in 1 month
In lieu of the complaints, if no action has been taken
You are entitled to engage 3rd party contractors to complete the job
And back charge all cost to the developer

it's your house and you need insurance find some and not say another word about the plumbing to them or tell allstate it has been fixed as insurance once they know you have a problem they drive their rates up. as for the plumbing learn to fix it , it's not hard work just a pain in the ***. also look at the home inspectors contract and what he looked at and if he did even look at the pipes. do your home work and let who ever refer you to home inpector know they bite and the problems you now have
