My fiancee's Hallowen costume will involve painting his chest, which will be covered with a shirt some of the time. He was thinking of using a sharpie, but does anyone know what we could use to paint his chest that won't rub off or stain his shirt?

It needs to be something that can cover a large area, in either red or black.

The cosutume is actually a crappy magician, Gob in Arrested development. There's a card trick where he opens his shirt and "4 <3" or some other card is written across his chest.

Temporary Tattoo Markers. They dont rub off easily, nor sweat off (if you buy the right kind), but will wash off with soap.
