You subscribe to an internet ISP with a higher download rate. DSL comes in many speed levels and cable can but usually gives you the max with your subscription. Dialup can use download accelerators but they do not work very well and they are not really noticable.
Post your connection type for more info.

Comes down to the dollar and your modem. I have a 56k modem.
With dial-up, $10 month, getting online was slow, our phone was tied up, downloads took forever.
We splurged and got cable. Downloads take a minute or two, I am online with a click. The big "but" -- $50 a month. I justify it by saying this is my one "vice" -- am content at home, not a clothes horse, don't drink or smoke -- and so, cable.

Calling your ISP and asking to payfor a higher speed connection is the best way. Most other "accelerators" are either caching programs, or cached proxies that have resolution reduced images from the sites you visit most often.

Your maximum internet speed is what you get from your ISP.
If you are dissatisfied with the speed that they are providing you, then you should contact them 1st. No software will give you a speed faster than what you get from your ISP.
