Where else would astronomers work other than for governments, observatories or universities ?

Good question. Here in Southland NZ we're competing with Aussie and South Africa for the Square Kilometre Array; the biggest radio telescope in the world. The northern hemisphere has 90% of the world's money, universities and population, but 50 % of the astronomy is down under. Aussie and NZ are good locations for astronomy jobs. The only other inhabited places where you can see the southern sky all year round are politically unstable and unsuitable for installing expensive facilities like observatories.

You could also work in a planetarium, or do something else with science education.
