what is more cost effective? what are other attributes of both systems?

It depends on a few things
Central system are far more expensive, capital wise
If it's an office building which runs a whole
Central system is the cheapest in the long run
As for private dwellings, it's inadvisable
You can't reduce energizing to 1 or 2 compartments
Lets leave out the ductings required for central system for the time being
Just weigh the 2 issues above and make your choice

Wall units are cheap, but don't do a good job if you have high temperatures like in Los Vegas. They are fine where for 10-20 days a year temperatures get into the mid 80's, but I would also prefer central air. I had a friend who owned a house in Ohio without any air conditioning. He couldn't sell it. First thing buyers asked was "Do you have central air" He had to install central air to sell the house.

If you already have ductwork (as for a forced-air central heating system), get a unit that uses it -- it will be cheaper than buying window units for every room. If no such ductwork exists, you have two choices: either install it, or use window units. Which to choose depends on the climate, the energy sources available, and how the structure is built.

central air is more efficient than a window unit. You can cool a larger area for the same money. Window units are not efficient. They use more electricity to cool one room.
