First of all the reason everyone has different rising signs is so that each person of the same sun sign (i.e. Taurus) does not have the exact same traits/personality. While your traits will still be most typical of a Taurus (dependable, loyal, stubborn, temper, love of finer things...) your rising sign is how you show your face to the world (as an Aquarius rising this means you are friendly, outgoing, hardworking, independent, etc).

Rising sign is the planetary condition at the time of birth. Aquarians rising sign makes you like a pot with a balanced to fattish figure and may not be fair in complexion yet Taurus makes the person with curly hair.

To keep it completely simple: the rising sign is the "mask" that you wear to the outside world. So while you may be a Taurus sun on the inside, to the world, you seem to have Aquarian qualities. :)
