I was not going to answer this until I read ALL COMPLETELY WRONG ANSWERS, under your dash on the passengers side, remove the 7mm screws holding the black plastic hush panel,

you will see your fan blower motor, it has an electrical plug going to it, Very near It your going to see another plug in connector,

unplug that connector, and remove the one 7mm screw holding the resistor block ,(the resistor block is up inside next to the actual blower squirrel cage)
after removing the screw, pull out the small (PC board looking) resistor block out, inspect it, you will find corrosion on it from rain and water coming into the fan area,
replace it and your all set, do this before even going near that good fan SWITCH!

this is the resistor block in the air ducts. between the wires on it broke and it would want to might want to get replaced with the intention to have you ever low speed decrease back. Sounds like a blower motor switch.
The fan speed selector switch in your dash has gone on vacation leaving you in the cold. Most parts stores can supply you with one for fairly cheap, I don't recommend using salvage yard parts since you are often re-installing the same problem you are trying to correct.

Replacing the switch shouldn't be very difficult, even for a novice mechanic.

Your fan switch sounds like its bad. The actual switch you are moving on the dash.

Can buy a new one from dealership or one from online or from junk yard. Just matter of removing plastic trim around the dash/radio area, undoing a few screws or bolts, few wire harnesses and its replaced.

If you can put a radio in a car...skill of 8 on scale of 1-10....this is about a 6 on same scale as hard to do.

The electronic switch control is probably the cause. Try changing it and see how it goes.
