Because the Phantom of the Opera is known for strangling people by putting a noose over their heads. The idea is that the hand will get in there as well so that it can prevent the noose from reaching, and tightening around, the neck, thus preventing strangulation. Because, the Phantom strangles people. He drops down a lasso on them, and strangles them. She is saying to keep your hand at the level of your eyes so you can grab the lasso away from your face, and keep you from dying.
