Go to your START button and pick PROGRAMS. Then go to the ACCESSORIES section and pick SYSTEM TOOLS. You wll see RESTORE right there. When you open it, pick RESTORE, then pick a date. Try to go back a few days before you noticed problems.
You probably have a spyware problem, yes, that can be fixed with a RESTORE. Many viruses won't be fixed. Reboot into SAFE MODE and run your anti-virus program.
Then, you should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.
Good luck

Msfuss69,
Did you ever find the System Restore? Please edit your question so we can help you further.
If you cannot find it, there is a workaround:
Use last known good configuration
Use the following steps if you are unable to start in command prompt mode or if you want to revert to the last previous restore point:
1. Turn on the PC, and press the F8 key repeatedly when the first blue screen appears. The Windows Advanced Options menu appears.
2. Use the ARROW keys to select Last Known Good Configuration, and then press Enter.
3. Use the ARROW keys to select Microsoft Windows XP and then press Enter.
Windows XP starts the PC using the last previous restore point.
