It depends, in Sacramento, the times are off. But in most of California when a show is advertised as starting at "9, 8 central" that means a 9pm start time in California. Basically, the major networks will first broadcast a show at 9 eastern (which also covers the central time zone where local time would be 8pm) and then the network broadcasts the show again for the west coast, at 9pm pacific.
