there`s a number of possibilites. here`s a few..

1. if he likes you, you`re good to go.
2. there`s a possibility that he likes you as well, but doesn`t want to enter a relationship yet. but i don`t know what kind of guy you`re crushing on right now, so just hope not.
3. if he`s the kind of guy who doesn`t really interact with girls that like him, better read him more careful BEFORE you tell him.

Well you can if you want. you might not want to come off to strong but it all depends on how you want to come across. You can wait and let him show his feelings for you or you can wake him up and say "hey i'm a great person and i know you like me so we should date."
