ONLY the District Attorney or an Attorney General can bring charges.
Yes, they can charge EITHER with a racially motivated crime.
Blacks can be charged as well as whites.
I believe that if the Blacks ever started having Hate Crime Laws used against them, they would stop hating so much! Racism has grown, but More blacks against whites and against Hispanics.
(1/2 of the blacks in Houston HATE Whites and this is not just a guess. It is probably a little bit more)

Racism is possible, but more than likely the black boy started it. Otherwise the white kid would be charged with assault. Do not play the race card unless it truly was a factor in the fight. That **** really pisses me off.

if you were charged with assault , you probable did something to make them charge you , as the police and other authorities will almost always favor the black because the A,C,L,U, and the N,A,A,C,P, always yell prejudice so it is much easier to just charge the helpless white and get it over with,

White people have as much rights as black people. Who ever starts the fight should get it. It does not matter what color they are.

but i am a white girl, and a black girl got in a fight with me! she got charger with assult! she threw a brick at me and punched me a couple times!
It may have nothing to do with racism!!!! But in some cases it might!
