think of what the person means to you, and his/her personality, and buy accordingly,,,music if the person loves music, cloths/jewelry if the person loves that kind of stuff,...I am a very personal shopper, I try to get something sentimental and useful, not junk that they won't have next year, maybe a name bracelet, id, dog tag, for guys and for the girl's I might make a crystal bracelet and earring set, I like to make stuff it means more to me and them too its way personal...

another thing is that I like to get a couple girlfriends together and take them all to Starbucks for a Christmas social and pay for the drinks ans surprise them with their gifts, I make the bracelets all the same but a different color, and when we wear them people see that we are all close because we all have the same thing...

for the guys I like to take photos and put a small collage together and put it into a 8x10 frame from the $1store, and give it to them to put in their room, most guys don't decorate their room so this makes a special gift,

also sports calendars are also nice for the guys...

happy holidays....

vote for me if you like my answer...k...

Well there aren't that many things with a $25 limit, so try to see what place they like to go shop at and see if you can get them gift cards, I'm guessing that's a start.

Giftcards are usually a safe bet. But if you want a gift that is more traditional...

Girls: gift basket w/yummy bath stuff/candles/choc/cd single. Target has a great dollar theme thing. The products are quality, like bed and bath carry. Makeover certificates, pedicure/manicure (or if you have the skills, a certificate for a personal one!), journals w/cool pens, scrapbooking kit and a disposable camera, chick flick basket (kleenexes, treats, and a movie or cert for rentals).

not into gift cards.but if you have a 16 year old that has a car, a gas card is wonderful. having a 16 yr old, and with just a 25$ limit, i would take her to the beauty school. you can get facials, nails, pedicures, ect done. did it for her b-day, and she thought it was the best. my son got minutes on his cell phone.so needed and thankful of it

Gift cards to: Old Navy, Best Buy, Target, any place they like to shop. It is very hard to buy clothes for teens as their tastes can vary so much and sizes too. BUT-they love to shop!
