The second is a TRADEMARK registration symbol meaning the item is registered as a symbol for the company

They mean completely different things. The R symbol usually refers to a trademark and has specific and strong protections under the law. The C symbol offers less protection, and for most forms of writing is unnecessary as your intellectual property belongs to you anyway. Basically both symbols offer protection under law, but the C symbol much less so.
