i can't remember the name of it, but it was definitely a suspense/drama film.

Not sure it might be Head above water(1996)

*this is the movie where the older guy chops up the younger guy and puts him in the stairs that he is making out of concrete

Idk....I think I know what you're talking about though.
Is there a scene also where the guy buries some kids up to their necks by the shore line and they drown as the waves come in?
