why when i rest my cursor over certain fields on a website, does it say "click to activate and use this control"? wtf?

JavaScript Blocking is On. Prevents Unknown Scripts from being run without you knowing.
Tools > Internet Options... Security settings to change if desired... but it's a relatively good safety feature if you tend to wonder off to unknown/untrustworthy websites.

Update to IE to comply with a patent suit. Or something like that.
