spark plugs foul out for a couple of reasons. they are getting saturated with oil or fuel now is it that easy.no.not at all u figure your getting to much fuel and running rich ok so u replace the fuel reg. wild shot. bet ya that did not fix the problem. to give ya an idea of maybe somethin to check out. just follow me. you need to find if your vehicle has a map or a maf sensor(map)-manifold absolute pressure sensor(maf)-mass air flow sensor being a 1990 i would bet it has a map. what could be goin on is that there is a short or your sensor is tripped out goin into default mode which would be to tell the pcm that ur engine is recieving more air than it actually is. driving the air fuel ratio rich.or if it is running rough or you see black smoke out of the tail pipe besides running rich you could have a random misfire maybe caused by the distributor(or coils) if its coil over plug. just as a precaution check your oil dipstick and see if it smells like fuel. if it does you have bad piston rings causing excess blowby down into the crankcase.just tellin ya to check since you are runnin rich.if that is the case takes 5 seconds lets ya know if there is another problem.

i own a repair shop, and it sounds like it may be running too rich on fuel, and if it is this indicates that's its getting too much fuel or not burning it good enough you may have too much pressure on it, i have seen other fords do this also and in most cases we found it to be the fuel pump or the regulator assembly on it,you may have to actually cut the pressure down some on the regulator manually it may not be going to regulate it right like it is ,,i have had to do a few of the this way just borrow a pressure tester off someone or have it done, but it has to be cut down a few pounds to stop it from doing this,it might be a good idea to have it done, good luck,i hope this helps,

there are few things that cause spark plug to foul out. leak fuel injectores, coolant leak, and oil leak such as valve guides, valve seals, worn piston rings. .

You might need to heli coil it, it could be stripped out. so just try rethreading it.

you may need new wires and not just spark plugs.
