I've never gone as a faery, but here's some suggestions:
When doing makeup, make a ton of swirls and floral patterns, especially around your eyes. If you have a creative or artistic friend, I'm sure they could help you with it.
For the costume- layers are your friend. Try natural looking colors, and layer, layer, LAYER! If you're going for the kinda goofy faery, try to find some striped leggings and arm socks! Also, to add to the layering, if you can find something like corsets, those work well with the costume.

Well for the costume i'd google it. As for the makeup try this:
Lace your eye lids with some decorative (any color that fits your costume) glitter.
Wear some glittery lipstick.
Cover the eye brows lightly with a glitter substance.
Thoughly powder your face and all before decorating.

i used non-toxic glitter glue of various colors on the face. it would usually turn out so good and colorful. makeup with glitter can be quite expensive, so an alternative is glitter glue. put some body glitter too (silver or gold). body glitter are usually cheaper than makeup glitter.
a lot of sites would teach you how to make your own costumes, but these usually are not unique ones.
if you really want a pretty fairy costume, find two or three beautiful children's fairy costume and combine the best ones out of these. make sure its colorful.

chances are you'll end up with a corset and a tutu. Take it beyond that! You want to look surreal and magical but sexy right? so Why not try a top thats elongated and has a deep v neck. Something with alot of sequins or glitter and if they don't have that you can sew them on yourself. Preferably get a top that has a material that looks as if its seethrough like britney spears' diamond bodysuit. Looks naked but not. and for bottem, you can Wear a sort of frilly tutu like skirt but also make them look magical by glittering it up. For make up, try the mac pigment and you can use that as blush all the wya up to your temples and use a gold tint for your eyeshadows

for the skirt i would make a short skirt that like bairly covers you
cut it so its like poofy
but not all one length at the end cut it so its like at the end it comes to a point like on most fairys
maybe get some knee high go go boots
for the top i would have a tank top with fishnet sleves
for the front of the top i would have it lace up and the neck dip down
for your make up you could go to wal-mart(cheaper) or clairs and get like a glitter tube and just go overboard everywhere with glitter
for your eyes and lips you could have it blending with the rest of your costume
for your hair you could do pigtails and have like blue ribbons comming out of them
and at some stores you can get colored hair spray get some spray that is just glitter so it will sparkel
