Some would say that 9/11 was a kind of watergate, in that the government was up to something, but I find that scenario hard to take

Things like watergate always happened, for years before and after. Both parties do what every they think they can do against the other party

I highly doubt with a congressional election there are the means to go about a scandal of the watergate's calliber

Well, they already are tapping phones and such. All I know is history repeats itself.
Bush announced tonight that if (when) the house and Senate falls in November....he is willing to turn to guerrilla warefare tactics. So this is possible.
