Consult the Writer's Market or Novel and Short Story Writer's Market books at your library. They are also available at bookstores.

Within are lists of literary agents and publishers that will state their preferences in genre, type of manuscript, and methods of submissions. A literary agent is the best approach for an unpublished author. Always check their websites for additional guidelines.

Format your manuscript in accordance with acceptable guidelines--always double-spaced with pertinent contact information on the cover page.

Meanwhile, edit your story as it moves on. When your writing slows, concentrate on catching errors in spelling, grammar, and punctuation. Any manuscript submitted prematurely without corrections will surely be scrapped immediately upon receipt.

Learn how to craft a powerful query letter; they are the door openers to representation.

Instead of dropping a lot of money on a Writer's Market, check out the Council of Literary Magazines and Presses (www.clmp.org). These are all reputable journals and presses and serve a variety of audiences and genres, so you will be certain to find multiple venues that will be a good fit for your story. I also strongly recommend stopping by your public library and spend some time perusing various literary journals to find one that you like and respect and seem to be a good match for your writing style. There is absolutely no need to waste a lot of money on buying books when all your research can be done for free on the web and at your local library.

Get a Writer's Market. About 60 bucks at any book store. Go through it. Submit to a million places.

Or

Make your own website and guerilla market it/other stuff. Be as creative as possible.

Check out market listing sites. Personally, I recommend using Duotrope's Digest. You can search markets there by genre, word count, pay rate, etc.
