I need to know how to make a cheap, cool, easy halloween costume for handing out candy on halloween evening.

Dress up in green (slacks or skirt and top), get out your Christmas decorations and drape yourself in tinsel and ornaments to be a Christmas tree.
Wait until after this Halloween and pick up a cool costume cheap at Wal-Mart half price. Then you'll be ready for next year.

I would say witch. I know that there are probably lots of people out there that do witches, but it is the easiest for to do yourself. You could do a pretty witch like, with sparkles and a nice outfit. (I guess).
