Culture does influence one's intelligence. It can give or supress opportunities to gain intelligence (for example, schooling). Although wisdom is another issue entirely--that comes from the heart. I think culture's influence on personality is mild but present. I think personality is more instinctal and God-given than culture-based.

Since we are products of our environments, and our self image is conceptualized out of such things as family, culture, etc, I believe personalities are absolutely influenced by these things. Intelligence is another issue, however because it is one borne out of motivation and learned behaviours. I believe that culture can either positively or negatively influence motivation to succeed or become lackadaisical, but intelligence is in part a choice based on motivation and in part biologically determined by genes.

I think it influences how they are allowed to be expressed and how they are perceived. Think of all the brilliant women in this world whose voices are not heard, their faces not even seen!
