If you have already given up on him, you can go ahead and let him celebrate your birthday as a friend. No point stressing yourself trying hard to find out what he is thinking.

Your question is confusing. I don't know if you are friends still or what. If you are still friends then hang out and party together like normal. If you think things are awkward, just ask him what's going on. Easy for me to say... haha, I still don't speak bluntly about feelings and that stuff with my ex/best friend. If you defintely don't want to be with him anymore, let him know that so he can move on. Be clear about it. If you do want to be with him, then tell him that as well. At least you'll know the answers to some of your questions.

Well you have to decide if you wish to celebrate your birthday with him. If the celebration is between both of you, you may be giving him the wrong signal that you have a chance to reconcile. However if there is more than both of you, then you may consider celebrating with him.
There are certain things you have to make it clear to him and not giving him any hopes of reconilation. This sort of things have to be settle asap.
