Evolution is the non-random selection of randomly varying mutations. So you see, part of it is random, and part of it is not. The natural selection part is not random as the things that work survive and the things that don't die off. The random part is how genes are expressed.
Evolution cannot be "activated." It's a process of improving suitability of organisms by very very finite increments.

I'm fairly sure it has to do with how we think, what we're impressing upon our subconsciouses, and our intentions. Our body will naturally adapt to make what we do more efficient to the task, so we somewhat do guide it. It's not random, but it's not exactly activated either, it's cell memory and personal change that happens gradually over many generations. We have smaller appendixes than our parents, and their parents and so on. A few generations down the line the appendix will no longer be in humans. Natural evolution.

It's random depending on our needs.
If the ice caps melt and we live in water all the time thousands of years from now, we may evolve and grow gills and water resistant eyes.
