Picnik is a great all round editing tool. If you need/want more features downloading GIMP is a great options. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations.

Try paint.net at http://www.getpaint.net/ -- it's not quite as good as Photoshop, but it's pretty damn good for a free program.

Picasa... It works great for storing and minor enhancements to photos.
