AIDS started in the Congo. Belgium scientists created vaccines in monkey organs. This contacted with blood of infected simian HIV and evolved into human AIDS.

it is a story that I've heard also but the company was American with an American scientist (Belgium does not have a medical industry specialised in vaccins). The story is that they used Congo because the Belgians had a good working medical service in their colony ... and the monkeys came from there.
I don't remember exactly the other details but the documentary was not very convincing. Following me it's just another conspiration theory as their are so many.
