Hope this is what you were looking for. Keep in mind that this is the name associated with the address in the white pages (not necessarily the owner). OK have not tried to do this in Decatur, but just did it with a property in Miami-Dade county Florida.
What I did I went on Yahoo search and ask for Miami-Dade Tax and it came back with miamidade.gov when I went there then I was able to get such info with the address of the place, don't know if Decatur county has such service but you may want to give it a try.
