Roots reggae is a style of reggae that focuses mainly on the culture of the African diaspora and the social issues that that face Black people.

Roots is old timey reggae, Bob Marley, Burning Spear, some of the newer artists such as Culture, I Wayne. It deals with Rastafarianism and political issues as opposed to what they call Lovers (Gregory Isaacs' music is a good example of this genre, although he has done some roots stuff). Definitely not Dancehall or Dub which was a precursor to what has become mainstreamed as Rap.
BTW Freddy Hibbert (akaToots) was the person who coined the term Reggae in his song Do The Reggae.
