#1 is false. The U.S. two party system is an anomaly amongst democratic nations which typically have three or more political parties. Could you be referring to the two houses of Congress, The Senate and the House of Representatives? That system was not so much designed to emulate the English system of government as it was to provide a level of stability and insulation from political trends while at the same time responding to the will of the people (stable yet responsive).Further, the bicameral system in England refers to the two (now only one) houses of parliament, the House of Lords and the House of Commons. England is a constitutional Monarchy. The aristocracy was ceded some authority by the king in order to manage affairs of state. This is what became the House of Lords. Eventually, in order to retain its legitimacy in governing, the House of Commons was created to represent the non noble born people in England. The House of Lords is no longer occupied with governance so much as developing legislation.
Can't definitively answer the second question. Good luck.
