The term "infrastructure" is very broad. Are you talking about roads, power distribution, other utilities distribution, communications, or something else? And, in any event, how could the enormous cost of doing this be justified? Who would willingly pay?

The more important question is, WHY do you want to create a parallel public infrastructure? That seems to be a waste of time and resources.
Where and how do you live? Why do you feel it necessary to bypass what is already happening in your community? Do you think you could do a better job than the regular local public infrastructure? If you think you can, perhaps you ought to consider running for office.

the word parallel was encouraging me to see if you were like asking to keep a double set of books? or how could the way to parallel or duplicate what the city government was doing nothing with and that the people should make a parallel attempt to convene into a group that was like or similar and do something rather than getting hit with the bills from hell for nothing and when the years over they dump all that never went anywhere back in the general fund for election enhancements, the shock of the hands of local government that never stops grabbing more bucks for things that are not working and never did
