I will surely recommend Intel Pentium 4 Prescott with EM64T extensions.
Some of them are still at 478 socket.

Yes ofcourse, consult your motherboard manual for the maximum processor supported. Take note that whichever lower will be follow by your computer. Your memory and video card should be higher also if you want to feel the difference

Well you have socket 478, and that is pretty much the best processor you can get for socket 478, if it is 3.4GHz, I'm not exaclty sure what the 1.6-3.4 means.

I'm sure you could upgrade your processor. all you need to do is take a look at the socket type on your mother board and then buy a matching CPU.

You can but you shouldn't. It will cost you alot of money and you probably won't notice any improvement.
