That saying is inscribed at the Statue of Liberty. The Statue of Liberty is an embodiment of liberty/freedom, something the U.S. holds very dear. New York is where the majority of immigrants came to become citizens of America up until (but still a lot today) the mid-20th century. As these citizens arrived in NY harbour they would see the Statue of Liberty which symbolized their new life in America. Most of these immigrants came from oppressive and war-torn countries. The inscription was a welcoming by the U.S to a better life in America.
As a side note, the Statue of Liberty was a gift given to the U.S. by France and designed by the same man who designed the Eiffel Tower.

I believe it refers to the statue of liberty representing the message that the American government wanted to present to the world. It was a statement of welcome to immigrants and refugees, those who were downtrodden, and had nothing of wealth to bring to the country. In particular, those who were coming from tyrannical countries, (communist, dictatorships, etc.) who longed to taste freedom.

the statue of liberty says this, as she holds her golden lamp to light the way for those who are oppressed and down trodden, those from countries not free as we are. she is offering safe refuge from terrorism and tyranny.
