Actually it is a very old tradition. The day of the dead or all hallows eve. November 1st, is all saints day in the catholic religion. American's have turned it into a day to dress up and have fun.

It's an American past time, where we as children dress up as anything we want.
As adults, we go to parties and dances, and do the same thing.
We use our creativity and imagination.
Then of course at our home, we tell the children who come to our door how great they look, and give them candy or toys small ones fromthe dollar store, pencils or pens, ...for those who don't like to give out candy.
