thats statutory rape anywhere. if your 16 then you cant possibally be mature enouhg to decide that your ready for a physical relationship, espesially if the guy is 19.

check the state's age of consent i think it is 16, but if not, normally there is a three year age difference allowance
for all the people who said absolutly..they are wrong, some states the age of consent is 14, some states are different ages for men and women

i believe so b/c by 19, u are considered an adult and a 16 yr old is still a minor, even if she allowed it!
